Determination of Need
The department reviews the application to determine if there is a need for an additional provider in the proposed geographic location. The reviewers consider:

  • the probability of serious, adverse consequences to recipients’ ability to access services if the provider is not allowed to be licensed.
  • the number of other providers in the same geographic location and parish servicing the same population
  • allegations involving issues of access to health care and services
  • population-based need methodologies varying by type of service

Facility Need Review is a process that specific provider types must complete prior to applying for initial licensure in the state of Louisiana. The review determines whether there is a need for additional beds and/or providers to be licensed and/or enrolled to participate in Medicaid. Provider types listed below must receive FNR approval before submitting an application for initial licensure:

  • Home and Community Based Service Providers (HCBS)
    • Personal Care Attendant (PCA)
    • Supervised Independent Living (SIL)
    • Respite Care
    • Monitored In-Home Caregiving (MIHC)
  • Hospice
  • Pediatric Day Health Care
