Critical Review of a Zero-Based Budget (ZBB)

Prepare a zero-base budget for your work unit or for one of the programs in the data set that is provided on the textbook website www.pdx.edu/cps/budget-book

Keep it simple and prepare no more than three decision packages for a program or a subset of program activities. Use Exhibits 14.1–14.5 as the format for preparing your decision packages and for summarizing the results of your work. Be certain to capture this information by properly labeling the summary information at the top of each form.

Use the example provided at the beginning of this chapter to guide your work. Once you have completed the five forms, transfer the FTE, budget, and revenue sources data (bottom right corner of the form in Exhibits 14.1–14.5) to the comparison chart in Exhibit 14.6. Calculate the cumulative costs in the columns provided.

Finally, be prepared to discuss and explain your program’s reduced level budget and decision packages in the meeting with other department heads to balance next year’s budget.
